The plea was made by the Nigerian Senate on Wednesday during plenary following a motion by Senator Danjuma Goje.
The Senate gave the advise during plenary on Tuesday.
It is sponsored by the deputy Senate President, Ovie Omo-Agege.
Senators Kabiru Gaya, Ibrahim Gobir, Barau Jubrin, Obinna Ogba, Michael Nnaji, Rochas Okorocha and Theodore Orji all spoke in support of the bill.
The lawmaker ratified the amendment during plenary presided over by Senate President, Ahmad Lawan, on Thursday.
Lawmakers are expected to debate details of the bill on another legislative day.
If it becomes law, principal officers of the legislative arm of government at the federal and state levels are going to be the beneficiaries.
Lawmakers at the federal level are projected as earning much more than their counterparts globally.
Mr Ngobere is now the new speaker of the house.
The allegation of the lower legislative chamber came after its defense committee met with the security chiefs in Abuja on Wednesday.
